Does everyone respect rules?

I don't think that all the people respect the rules of their country and do it. Some people break the rules because they just don't want to do it. Yes, this happens because I saw a lot of people in my life that doesn't respect the rules, and I did some investigation and I asked some people who live in the U.S. and in other countries and they said the same thing. George said, "people in the U.S. can pay the tickets for speeding rather than drive on the speed limit." and one of my friends, Mary said, "In Egypt, no one put the seat belt, even if it's illegal."
