The front pages are usually meant to attract the reader's attention. That could be an insane headline about something that's going on around the world or with even an image. Newspapers are quite the same when discussing their designs; Some are straightforward with their paper, While others are sometimes so ridiculous that it catches your attention. "A headline can tell you what kind of article you're about to read and it sets the tone for what follows." The headline's primary goal is to catch the reader's attention and make them want to catch up on the news. And possibly buy more newspapers. And most of those newspaper writers use allegory for their papers.
