Recently the Biden administration has been stating that there is "limited to funding" which is going towards the construction of the border wall that the Trump administration had started building. This article described restarting the construction as "filling in the gaps" that were left by the Trump administration. However, this article uses sound reasoning as to why President Biden pledged to halt the construction, but "gaps" that were going to be under construction would be the "gates and areas where the wall had been built".
